Reaching Out was founded in the year 2000 by a group of disAbled people led by Le Nguyen Binh.
Wheelchair-bound since a medical accident at the age of 15, Binh went through a very difficult period for several years after finding that he could not be cured. "It was a horrible time. I could not find a way to live."

"But I found a way," Binh relates thoughtfully, "after thinking for many days about life, about the meaning of life, and the purpose of my life. Now my aim is to try to do something to help the disadvantaged, especially young differently abled people."
Today Binh is an energetic, passionate advocate for Vietnamese people with different abilities.
In addition to Reaching Out, he has created the Tien Bo (Progress) self-help group for other-abled people and founded a computer training centre by the same name that includes special classes for young disAbled people. He was also active within Vietnam 's Disability Forum and designed their website (www.ideavietnam.org).
